Search, Track and Apply Through Highland Planning Services

Use this guide when you need Highland Council planning portal search, portal login, map search, planning applications online, planning permission, application documents, comments, fees or ePlanning Scotland submission help.

Highland Public Access is for existing records, comments, tracking and map search. New planning applications, certificates, appeals, reviews and extra documents normally go through eDevelopment.scot / ePlanning.

Fast answer: use Highland Council Public Access to search current and historic planning applications, appeals and enforcements. You can view and search without signing in, but you need a Public Access account to comment, track applications, save searches and receive notifications.

Use eDevelopment.scot / ePlanning for new Highland planning applications, appeals, reviews, certificates, tree works and post-submission additional documents. Do not use the England/Wales Planning Portal for Highland applications.

Highland Public Access vs ePlanning Scotland: Use the Right Portal

The phrase “Highland Council planning portal” covers more than one system. Public Access is mainly for searching and commenting. ePlanning is for applications and formal submissions.

Your task Correct route What to do next
Search Highland Council planning applications Highland Public Access Use simple, advanced, weekly/monthly, property or map search.
View plans, comments and decision documents Highland Public Access documents tab Open drawings, reports, comments, decision notice and Report of Handling.
Comment on a live application Highland Public Access login Sign in, open the Comments tab and choose Make a Comment.
Track applications or save searches Highland Public Access account Use My Profile for saved searches, tracked applications and notifications.
Submit a new planning application eDevelopment.scot / ePlanning Create an eDevelopment account, choose ePlanning, complete the form and pay fees.
Submit a building warrant eDevelopment.scot / eBuilding Standards Use eBuilding Standards, not the planning application search portal.
Route rule: existing case = Public Access. New Scottish planning application = ePlanning. Building technical approval = eBuilding Standards. Public Access login is not the same thing as the Scottish ePlanning login.

How to Use Highland Council Planning Portal Search

Highland Council Public Access can search planning applications, appeals and enforcements. Rural addresses, crofts and estate land can be harder to find, so use the search modes in the right order.

Start with the exact application reference

Use the reference from a site notice, neighbour notification, email, weekly list, decision notice, agent letter or appeal paper. Remove extra punctuation if search fails.

Use one simple address term

Try postcode, property name, croft name, road, settlement, street or one line of an address. Avoid pasting long directions or a full postal address into one field.

Use Advanced Search for filters

Advanced Search can narrow by applicant, agent, address, dates, status, decision, community council, ward, conservation area and development type.

Use weekly and monthly lists for fresh cases

Use weekly/monthly lists if you want applications validated or decided within a time period, or if you do not know the reference yet.

Use Property Search or Map Search for rural land

Property Search is useful for known addresses. Map Search is better for crofts, estate land, tracks, masts, wind energy, hydro works, rural housing plots and land without a simple postcode.

No-result fix: search reference only, then postcode only, then one road or place name, then Property Search, then Map Search. Highland rural land rarely behaves like a city address search.

Highland Council Planning Portal Login: When You Need an Account

You can search and view many Public Access records without signing in. Login is mainly for actions that attach to your profile.

🔓

No login usually needed

  • Search planning applications, appeals and enforcements.
  • Use simple search, advanced search, property search and map search.
  • View application details and public documents where available.
  • Use weekly and monthly lists.
  • Check decision notices and related cases.
🔐

Login needed for action

  • Make a comment on a planning application.
  • Track a specific planning application.
  • Save searches for streets, settlements, maps or proposal types.
  • Receive notifications about tracked applications and new results.
  • Manage profile details, saved searches and notifications.

Register with a unique email address

Highland’s guide says your email address is used as your username. Use an address you can access because the verification email comes from eplanning@highland.gov.uk.

Use a valid password format

The password must be between 8 and 24 characters and include at least one uppercase letter, one lowercase letter and one number.

After login, use My Profile

My Profile lets you update details, see saved searches, track applications and view notifications.

Login confusion: Highland Council myaccount is for many council services but not ePlanning. For new planning submissions use eDevelopment.scot/ePlanning; for commenting and tracking use Highland Public Access.

Highland Planning Applications Online: Documents to Read First

Highland application pages include useful tabs. Read the right tabs before commenting, applying, buying, building or reporting a breach.

Tab or document What it tells you Micro-check before acting
Summary and Important Dates Status, key dates, proposal overview, deadlines and decision dates. Check whether the case is still open for comments.
Further Information Applicant, agent, ward, community council, expected decision level and case officer. Check whether the case may go to committee or officer decision.
Comments Public comments, consultee comments and the Make a Comment route. Read consultee responses before writing your own comment.
Constraints Constraints inside the application boundary. Check for designations, conservation, natural heritage, flood or technical issues.
Documents Drawings, supporting information, application form, comments, decision notice, Report of Handling or committee report. Use the View icon to open PDFs, Word files or images.
Related Cases Other cases connected to the current record. Check earlier refusals, appeals, enforcement or amendments.
Map Interactive location for the application site. Confirm the legal site from the submitted location plan.
Withdrawn-application warning: Highland says withdrawn applications do not show associated documents. If documents are missing, check the application status before assuming the portal is broken.

Comment, Object or Support on Highland Planning Applications

Highland calls comments “representations”. You can support, object or make a general observation, but the council can only take material planning considerations into account.

✅

Planning points Highland can consider

  • Siting, design, scale, layout and materials.
  • Parking provision, access and road safety.
  • Residential amenity, noise and overshadowing.
  • Drainage, infrastructure and water environment.
  • Impact on trees, landscaping and habitats.
  • Local development plan and relevant policy issues.
  • Rural character, landscape impact and settlement pattern where relevant.
🚫

Points that usually do not count

  • Private legal disputes, boundaries or land ownership.
  • Loss of view.
  • Loss of property value.
  • Matters controlled by building standards or other regulations.
  • Builder behaviour or construction-site management on its own.
  • Contractor parking disputes unrelated to planning impacts.
  • Questions to officers instead of clear support or concern.

Check the 21-day window

The comment period begins from the latest of the application registration date, neighbour notification date or advertisement date.

Draft longer comments outside the portal

The comment page times out after 10 minutes. Write long comments in a document first, then paste the final version into the form.

Use the Comments tab after login

Sign in, find the application, open the Comments tab, choose Make a Comment, check prefilled personal details and submit.

Use email or post for long comments or attachments

If your representation is over 5,000 characters or includes attachments, use Highland’s listed ePlanning contact route instead of the online comment box.

AI disclosure tip: if you use AI to draft or translate a representation, Highland asks you to include a short statement explaining the AI use and confirming you have checked the content and take responsibility for it.

Highland Council Planning Permission: Check Before You Apply

Some minor works may be permitted development, but Highland sites often involve rural access, listed buildings, conservation areas, crofts, short-term lets, trees, drainage, flood risk, landscape or natural heritage issues.

🏠

Householder and domestic works

Extensions, alterations, outbuildings, access changes and garden development may need planning permission or a building warrant depending on scale and constraints.

🏡

Short-term lets

Operators are responsible for checking whether a property has or needs planning permission when applying for a Short Term Let Licence.

🌲

Listed buildings and trees

Consent can be needed for listed building works, advertisements and work to protected trees or trees in conservation areas.

🚜

Agricultural, forestry and rural development

Check whether prior notification, planning permission, access, drainage, landscape or environmental assessment requirements apply.

💧

Drainage, flood and water environment

Rural sites, private drainage, watercourses and flood constraints can affect application evidence and design.

📜

Development enquiry

Use Highland’s development enquiry service if you need a written response on whether planning permission or a building warrant is required.

Highland Planning Fees, Advertisement Fees and Cost Traps

Planning fees in Scotland are set by regulations and depend on the type and scale of development. Highland confirms the final fee during validation, so the fee calculator is an estimate, not final legal confirmation.

Fee or cost What it means User action
Planning application fee Most planning applications and associated submissions require a fee. Use ePlanning’s fee calculator, then wait for Highland validation to confirm the final amount.
Fee validation Your application is not valid until all required fees have been received. Pay through ePlanning when submitting where possible to speed validation.
Advertisement fee If a local newspaper advert is required, Highland lists an extra advertisement fee. Budget for this before submission, especially for certain application types.
EIA advertisement fee Applications accompanied by an Environmental Impact Assessment have a higher advertisement fee. Check early for major, environmental or infrastructure proposals.
Retrospective surcharge Retrospective applications can attract a 25% surcharge where development has started or been completed without permission. Check permission before starting works to avoid extra cost.
Development enquiry fee Highland charges for written advice on whether planning permission or building warrant is required. Use this when you are unsure whether consent is needed.
Pre-application advice fee Charged for feedback before you apply when you already know planning permission is required. Use for complex, rural, major, medium-scale, wind, infrastructure or sensitive proposals.
Cost warning: an estimated fee is not the final fee. Highland confirms the final amount during validation, and changes at that stage can affect the amount due.

Highland Council Planning Applications Online: Apply Through ePlanning

New Highland planning applications are submitted through eDevelopment.scot / ePlanning. This is the Scottish Government platform used with Scottish planning authorities.

Create or sign in to eDevelopment.scot

Use ePlanning to start a planning application, appeal, certificate, review or other planning submission. Use eBuilding Standards for building warrants.

Use the Which Form wizard

The correct form depends on the proposal. Do not guess between householder, full planning permission, certificate, prior notification, listed building consent or tree works.

Prepare drawings and supporting information

Highland says drawings and supporting information will be required. Use the relevant Highland validation checklist before submitting.

Pay securely and save confirmation

ePlanning lets you pay online. Save your proposal reference, payment confirmation and copy of the application.

Track once it appears on Public Access

After validation and publication, use Highland Public Access to view the live record, documents, comments, status and decision.

Scotland portal rule: Highland applications use ePlanning Scotland. The England/Wales Planning Portal is not the correct application service for Highland Council planning permission.

Highland Validation Checklist: Avoid Invalid Applications

Validation is the first gate. Highland cannot process the application until it has the correct form, address, description, ownership certificate, plans and fee.

Validation item Why it matters What to check before submitting
Correct form Wrong application type delays validation. Use ePlanning’s Which Form wizard and Highland checklist.
Application address The council must identify the site clearly. Use property name, address, postcode, settlement and location plan where needed.
Accurate proposal description Neighbour notification, adverts and assessment depend on the description. Describe what is proposed, not only the building name or project label.
Land ownership certificate Ownership errors can make the submission invalid. Confirm owner, agricultural tenant and notice requirements before submission.
Correct plans Officers and the public must understand the proposal. Include location, block/site, existing and proposed plans, elevations, sections and access details as triggered.
Correct fee Application is not valid until the required fee is received. Use ePlanning calculator and wait for Highland validation confirmation.
Supporting documents Some proposals need extra information for policy, design, environment or technical assessment. Check the DOCX validation checklist for your exact application type.
Checklist reality: Highland’s validation source is a set of application-type DOCX checklists, not one universal PDF. Download the checklist for your exact application type before applying.

Submit Additional Planning Information After Applying

If an application is already submitted, do not randomly email revised plans. Highland points users to the Post Submission Additional Documents route in ePlanning.scot.

📤

Use PSAD for follow-up documents

  • Additional documents for a planning application.
  • Additional documents for a notice of review or appeal.
  • Non-material variation request.
  • Development enquiry additional documents.
  • Pre-application advice additional documents.
  • Applications submitted by a different agent or applicant.
📐

Plan naming rules to follow

  • Include the original application reference number.
  • Include a scale bar on all plans.
  • Name plans correctly, such as elevation, site plan or floor plan.
  • Use Rev A/B/C for revised plans where appropriate.
  • Show the revision date clearly on revised plans.
  • Clearly mark the date you send additional information.

Development Enquiry or Pre-Application Advice: Which One?

Highland offers two different advice routes before application. Use the right one to avoid paying for the wrong service.

Service Use it when What to prepare
Development enquiry You want to know whether planning permission or a building warrant is required. Description of the proposal, property details and enough context for a written response.
Pre-application advice You already know planning permission is required and want feedback before applying. Description, fee, location plan, access, drainage, sketches, drawings and supporting photos where useful.
Local small scale advice Smaller proposals, including 1 to 3 houses or small local development. Location plan, red/blue boundary, access, drainage and sketch drawings.
Local medium scale advice Medium proposals such as 4 to 49 dwellings or larger local schemes. More developed site layout, sections, elevations and supporting technical detail.
Major advice Major development, large housing, infrastructure or strategically important proposals. Policy, constraints, design, transport, flood/drainage, consultation and developer-contribution information.
Advice limit: pre-application advice is helpful but non-binding. It does not guarantee approval and does not let you start work.

Local Highland Planning Checks Generic Guides Often Miss

Highland is not a simple urban planning area. Rural sites, islands, crofts, wind energy, hydro schemes, road access, drainage and landscape designations can change what information is needed.

🚜

Crofts, rural housing and estate land

Use map search and site plans carefully where addresses are unclear, access is shared, or land ownership boundaries are complex.

🌄

Landscape and visual impact

Remote and elevated sites may need stronger landscape, siting, design, materials and visual-impact explanation.

🌊

Water, flood and drainage

Private drainage, watercourses, coastal exposure, flood risk and water-environment issues can affect validation and assessment.

⚡

Energy, telecoms and infrastructure

Wind, hydro, masts, grid works and utility projects can involve prior notification, consultation, Environmental Impact Assessment or major-development procedures.

🏛️

Listed buildings and conservation areas

Internal and external listed-building work can need consent. Conservation-area and protected-tree rules may apply separately from ordinary planning permission.

🏡

Short-term lets

Short-term-let operators must check planning permission themselves. The licensing authority will not check it on the operator’s behalf.

Planning Permission vs Building Warrant in Highland

Planning permission and building warrants are separate. A proposal can need one, both or neither.

Question Planning permission Building warrant
What does it assess? Land use, design, siting, amenity, access, landscape, trees, drainage and policy. Technical construction standards, structure, fire, drainage, energy and safety.
Where do you apply? ePlanning through eDevelopment.scot. eBuilding Standards through eDevelopment.scot.
What records can be searched? Public Access planning search. Public Access building standards search may show summaries, but documents are not generally available online.
Common mistake Assuming planning approval proves technical building compliance. Assuming a building warrant proves planning permission exists.
Before starting work: check planning permission, building warrant, road/access permissions, drainage approvals, listed-building consent, tree constraints and any planning conditions.

Reviews, Appeals and Planning Enforcement

If a decision goes against you, the decision notice tells you whether to request a Local Review Body review or appeal to Scottish Ministers. If you suspect unauthorised development, check planning history before reporting.

⚖️

Review or appeal

  • Read the decision notice first.
  • Highland says reviews or appeals must be submitted within three months of the decision notice date.
  • Review or appeal submissions must include the applicable fee before the deadline.
  • Do not send the review or appeal directly to the case officer.
  • Use refusal reasons, policy, drawings and officer assessment in your case.
⚠️

Planning enforcement

  • Search Public Access for permissions, conditions and enforcement history first.
  • Planning enforcement can act where there is a planning-control breach and action is in the public interest.
  • Highland often tries to resolve breaches through negotiation before formal action.
  • Enforcement does not handle boundary disputes, building standards technical issues, builder behaviour or contractor parking disputes.
  • Enforcement notices served since 2013 are available on the public register.

If Highland Planning Portal Search, Login or Map Does Not Work

Before assuming the record does not exist, try a different search method or route.

Problem Likely reason Try this first
No application found Wrong address wording, rural site, old record or wrong search type. Try reference only, postcode only, property name, map search and weekly/monthly lists.
Too many results Search term is too broad. Use Advanced Search with date, ward, community council, status, decision or application type.
Cannot comment You are not logged in, the comment period has closed, or the record type does not allow public comments. Sign in, check the Comments tab, verify dates, and use other routes for long comments or attachments.
Comment form times out The portal times out after 10 minutes. Draft in a document, then paste into the form.
Map boundary looks slightly wrong Highland notes boundary polygons can vary due to digitisation and mapping. Check the location plan and submitted drawings.
Public Access technical issue Browser, site or form problem. Report the issue with screenshots, what you were trying to do, and date/time of the issue.
ePlanning issue Scottish eDevelopment technical issue. Use the Support button on eDevelopment.scot.
